1. Introduction
Welcome to Payleo.
Payleo Financial Service Limited (“Payleo,” “we,” “our,” or “us”) provides a platform that facilitates credit services and wage advances for employees of registered organisations in the United Republic of Tanzania. These Terms of Service (“Terms”) govern your access to and use of the Payleo platform, including our websites, web applications, mobile applications, USSD service, and all related services (collectively, the “Services”).
By accessing or using our Services, you agree to be bound by these Terms and our Privacy Policy. Together, they form the complete agreement between you and Payleo regarding your use of the platform. If you do not agree with these Terms, you must stop using the Services and close your account.
2. Who the Services are for
2.1 Age and eligibility
Payleo’s credit and wage-advance services are designed for individuals of working age in Tanzania. Under the Employment and Labour Relations Act, 2004, the minimum age for general employment is 14 years, but the minimum age for hazardous work and for entering into financial obligations is 18 years. Accordingly, you must be at least 18 years old to create a Payleo account, apply for a wage advance, or use any credit-related feature of the platform.
By using the Services, you represent and warrant that you are at least 18 years of age and have the legal capacity to enter into a binding agreement under Tanzanian law.
2.2 Intended users
Our platform serves different audiences through different surfaces:
| Surface | Intended audience | Purpose |
|---|---|---|
| payleo.tz | General public | Company information, service descriptions, and public resources about Payleo |
| manage.payleo.tz | Business owners and authorised representatives | Organisation onboarding, employee management, payroll integration, and administration of credit services for their workforce |
| tumia.payleo.tz and mobile apps | Employees of registered organisations | Accessing wage advances, viewing repayment schedules, and managing personal account settings |
| USSD service | Employees without smartphone access | Basic access to wage-advance services |
Organisation managers are individuals who are either the registered owner of a business or an entity that has been formally authorised to represent that business on the Payleo platform. Access to manage.payleo.tz is restricted to these registered and authorised persons. If you are accessing the management portal, you represent and warrant that you have the legal authority to act on behalf of the organisation you are managing.
Employees access the platform through tumia.payleo.tz, our mobile applications (available on iOS and Android), or the USSD service. Employee accounts are created as part of the organisation onboarding process, and first-time users are required to confirm the accuracy of their personal information and set up secure login credentials.
3. Our known domains
Payleo delivers its Services exclusively through the following domains:
- *.payleo.tz — our primary Tanzanian domain, including payleo.tz, manage.payleo.tz, and tumia.payleo.tz
- *.payleo.co — our secondary service domain
- *.payleo.link — used for short links and transactional communications
Any website, application, communication, or link claiming to be from Payleo but operating outside these domains is not authorised by us. If you encounter a suspicious domain or communication, please report it immediately to security@payleo.tz.
4. Account creation and access
4.1 Organisation accounts
Organisation accounts are created during the onboarding process. Appointed managers may have their accounts created at that time or at a later date of their choosing. Managers are required to log in using their registered email address and must authenticate using secure methods provided by the platform.
4.2 Employee accounts
Employee accounts are provisioned by the organisation. First-time employees are required to confirm the accuracy of their personal information — including but not limited to name, email address, phone number, national identification number, employment details, and salary information — and to set up secure login credentials such as a PIN. Certain actions require additional authentication using one-time passwords (OTPs) or similar secure methods.
4.3 Your responsibilities
As a user of Payleo, you agree to:
-
Provide accurate information. You are responsible for ensuring that all information you submit is accurate, current, and complete. You must update your information promptly when it changes.
-
Keep your credentials secure. You are responsible for maintaining the confidentiality of your login credentials, PINs, and OTPs. You must notify Payleo immediately if you suspect any unauthorised access to your account by contacting support@payleo.tz.
-
Use the Services lawfully. You agree to use the platform only for lawful purposes and in compliance with all applicable laws of the United Republic of Tanzania.
-
Accept responsibility for your account activity. You are responsible for all activity that occurs under your account, whether or not you authorised it.
5. Acceptable use and prohibited conduct
5.1 Use through official interfaces only
You must access and use the Services exclusively through the publicly provided interfaces: our websites (payleo.tz, manage.payleo.tz, tumia.payleo.tz), our web applications, our mobile applications (iOS and Android), and the USSD service.
5.2 Prohibited conduct
You may not:
- Use any automated tools, bots, scrapers, crawlers, or similar technologies to access, extract data from, or interact with the Services.
- Attempt to reverse-engineer, decompile, disassemble, or otherwise derive the source code or underlying architecture of any part of the platform.
- Modify, adapt, translate, or create derivative works based on the Services.
- Interfere with, disrupt, or attempt to compromise the integrity, security, or performance of the platform, including its servers, databases, or networks.
- Introduce any malicious software, code, or material — including viruses, trojans, worms, or logic bombs — into the platform or its infrastructure.
- Attempt to gain unauthorised access to any part of the Services, any user account, or any system connected to the platform.
- Use the Services to engage in or facilitate fraud, money laundering, terrorist financing, or any other unlawful activity.
- Impersonate any person or entity, or misrepresent your affiliation with any person or entity.
- Use the Services in any manner that could harm, overburden, or impair the platform or interfere with any other user’s access to or enjoyment of the Services.
5.3 Consequences of misuse
Upon detection of misuse of our products or violation of these Terms, Payleo may, at its sole discretion and without limitation, take any or all of the following actions:
- Immediate suspension or permanent blocking of your access to the platform.
- Sharing of logs and reports with the relevant authorities for investigation and further action under applicable Tanzanian law.
- Immediate withholding of all credit services to your beneficiaries — including employees, vendors, and contractors — for the duration of the investigation and any period thereafter as Payleo determines necessary. Written notice of this withholding will be provided to you.
- Termination of your account and removal from the platform.
These consequences may be applied individually or in combination, and Payleo reserves the right to pursue any legal remedies available under the laws of the United Republic of Tanzania.
6. The Services
6.1 What Payleo offers
Payleo provides a platform that enables employees of registered organisations to access wage advances and other credit-related services. The specific features, limits, terms, and availability of these services may vary depending on your organisation’s agreement with Payleo and your individual eligibility.
6.2 Wage advances and credit
- Wage advances are available to eligible employees based on their organisation’s predetermined limits and individual creditworthiness parameters, which may include factors such as repayment history.
- Approval of a wage-advance request is not guaranteed and is subject to eligibility criteria determined by Payleo.
- Repayment is typically deducted from the employee’s future salary in accordance with an agreed repayment schedule.
- Transaction fees may apply to certain services. You will always be informed of any applicable fees before completing a transaction.
- Late repayment may result in additional charges, reduced access limits, or suspension from future services, as communicated to you at the time of the advance.
6.3 Information on payleo.tz
The payleo.tz website is intended as a public resource for individuals and organisations seeking information about Payleo as a company, what we do, and the services we offer. The information presented on this site is updated as timely as possible to reflect our current offerings, policies, and company information. However, Payleo does not warrant that all information on the site is complete, accurate, or current at all times.
7. Service availability and reliability
We understand that your business operations depend on the availability of our platform. Payleo is committed to:
- Maintaining proper uptime of our Services within the United Republic of Tanzania so that your operations remain steady and smooth.
- Transparent communication about scheduled maintenance, known issues, and service disruptions. Where possible, we will provide advance notice of planned maintenance windows.
- Timely resolution of unplanned outages or service interruptions.
While we strive for high availability and reliability, no service can guarantee 100% uptime. Payleo shall not be liable for any losses, damages, or inconvenience arising from temporary unavailability of the Services due to maintenance, technical issues, force majeure events, or circumstances beyond our reasonable control.
8. Privacy and data protection
Your use of the Services is also governed by our Privacy Policy, which describes how we collect, use, store, and protect your personal data in compliance with the Personal Data Protection Act (Cap. 44) and the Personal Data Protection (Personal Data Collection and Processing) Regulations, 2023.
By using the Services, you consent to the collection, use, and processing of your personal information as described in the Privacy Policy. Payleo uses industry-standard security measures, including encryption, to protect your personal data. However, no method of data transmission over the internet or mobile network is 100% secure, and we cannot guarantee absolute security.
9. Payment terms and financial obligations
9.1 Fees
Payleo may charge fees for certain transactions and services. All applicable fees will be disclosed to you before you complete the relevant transaction. Fee schedules may be updated from time to time, and continued use of the Services after a fee change constitutes acceptance of the updated fees.
9.2 Repayment obligations
When you receive a wage advance or other credit product through Payleo, you enter into a financial obligation to repay the amount in accordance with the agreed repayment schedule. Failure to meet your repayment obligations may result in:
- Additional charges or penalties as disclosed at the time of the advance.
- Reduction or suspension of your access to future credit services.
- Reporting to a registered credit bureau, as required or permitted by Bank of Tanzania regulations.
- Any other remedies available to Payleo under applicable law.
9.3 Deductions from salary
By requesting and accepting a wage advance, you authorise Payleo and your employer to deduct the repayment amount from your future salary in accordance with the agreed schedule. This authorisation remains in effect until the advance is fully repaid or until otherwise agreed between you, your employer, and Payleo.
10. Intellectual property
All content, materials, software, trademarks, logos, and other intellectual property available on or through the Payleo platform are the property of Payleo Financial Service Limited or its licensors. You may not use, copy, reproduce, distribute, modify, or create derivative works from any of Payleo’s intellectual property without prior written consent.
The limited licence granted to you under these Terms is non-exclusive, non-transferable, and revocable. It permits you to use the Services solely for their intended purpose and in accordance with these Terms.
11. Communications
By creating an account, you agree to receive transactional communications from Payleo related to your account and use of the Services, including but not limited to OTPs, repayment reminders, account notifications, and service updates. These communications may be delivered via SMS, email, WhatsApp, push notifications, or USSD.
You may also receive promotional communications about new features or services. You can opt out of promotional communications at any time by following the unsubscribe instructions provided in the communication or by contacting support@payleo.tz. Opting out of promotional communications does not affect transactional communications, which are necessary for the operation of your account.
12. Third-party services and links
The Payleo platform may contain links to third-party websites or services that are not owned or controlled by Payleo. We have no control over, and assume no responsibility for, the content, privacy policies, or practices of any third-party services.
You acknowledge and agree that Payleo shall not be responsible or liable, directly or indirectly, for any damage or loss caused by or in connection with the use of or reliance on any content, goods, or services available through any third-party website or service.
We encourage you to read the terms of service and privacy policies of any third-party services you access through or in connection with the Payleo platform.
13. Disclaimer of warranties
THE SERVICES ARE PROVIDED ON AN “AS IS” AND “AS AVAILABLE” BASIS. TO THE FULLEST EXTENT PERMITTED BY THE LAWS OF THE UNITED REPUBLIC OF TANZANIA, PAYLEO MAKES NO REPRESENTATIONS OR WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, REGARDING THE OPERATION OF THE SERVICES, THE ACCURACY OR COMPLETENESS OF ANY INFORMATION PROVIDED THROUGH THE PLATFORM, OR THE SUITABILITY OF THE SERVICES FOR ANY PARTICULAR PURPOSE.
PAYLEO DISCLAIMS ALL WARRANTIES, INCLUDING BUT NOT LIMITED TO IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT. PAYLEO DOES NOT WARRANT THAT THE SERVICES WILL BE UNINTERRUPTED, ERROR-FREE, OR FREE OF HARMFUL COMPONENTS.
14. Limitation of liability
TO THE FULLEST EXTENT PERMITTED BY THE LAWS OF THE UNITED REPUBLIC OF TANZANIA, PAYLEO, ITS OFFICERS, DIRECTORS, EMPLOYEES, AND AGENTS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING FROM OR IN CONNECTION WITH YOUR USE OF THE SERVICES, INCLUDING BUT NOT LIMITED TO LOST PROFITS, LOST DATA, BUSINESS INTERRUPTION, OR LOSS OF GOODWILL.
PAYLEO’S TOTAL AGGREGATE LIABILITY FOR ANY CLAIMS ARISING FROM OR RELATED TO YOUR USE OF THE SERVICES SHALL NOT EXCEED THE TOTAL AMOUNT OF FEES PAID BY YOU TO PAYLEO IN THE THREE (3) MONTHS PRECEDING THE EVENT GIVING RISE TO THE CLAIM.
15. Indemnification
You agree to indemnify, defend, and hold harmless Payleo, its officers, directors, employees, and agents from and against any claims, damages, losses, liabilities, costs, and expenses (including reasonable legal fees) arising from or related to your use of the Services, your violation of these Terms, your violation of any applicable law, or your infringement of any rights of a third party.
16. Termination
16.1 By Payleo
Payleo reserves the right to suspend or terminate your access to the Services at any time, with or without cause, and with or without notice, including if you violate these Terms or engage in any conduct that Payleo determines, in its sole discretion, to be harmful to the platform, its users, or its business.
16.2 By you
You may close your account at any time by contacting support@payleo.tz or following the instructions in your account settings. Closing your account does not relieve you of any outstanding financial obligations, including unpaid wage advances, fees, or penalties.
16.3 Effect of termination
Upon termination, your right to use the Services ceases immediately. Provisions of these Terms that by their nature should survive termination — including intellectual property, limitation of liability, indemnification, and governing law — will continue to apply.
17. Governing law and dispute resolution
These Terms are governed by and construed in accordance with the laws of the United Republic of Tanzania.
In the event of a dispute arising from or relating to these Terms or your use of the Services, we encourage you to first contact our support team at support@payleo.tz to seek an amicable resolution. If the dispute cannot be resolved amicably within thirty (30) days, the parties agree to submit the dispute to binding arbitration in accordance with the Arbitration Act of Tanzania. Any dispute that is not subject to arbitration shall fall under the exclusive jurisdiction of the courts of the United Republic of Tanzania.
18. Changes to these Terms
Payleo reserves the right to modify these Terms at any time. When we make changes, we will update the effective date at the top of this page. For material changes — such as changes to your financial obligations, your rights, or the scope of the Services — we will notify you via email or an in-app notification before the change takes effect.
Your continued use of the Services after the updated Terms become effective constitutes your acceptance of the revised Terms. If you do not agree with any changes, you must stop using the Services and close your account.
19. Miscellaneous
-
Entire agreement. These Terms, together with the Privacy Policy, constitute the entire agreement between you and Payleo regarding your use of the Services and supersede any prior agreements.
-
Severability. If any provision of these Terms is found to be invalid, illegal, or unenforceable by a court of competent jurisdiction, the remaining provisions shall continue in full force and effect.
-
Waiver. Payleo’s failure to enforce any right or provision of these Terms shall not constitute a waiver of that right or provision.
-
Assignment. You may not assign or transfer your rights or obligations under these Terms without the prior written consent of Payleo. Payleo may assign its rights and obligations under these Terms without restriction.
-
Force majeure. Payleo shall not be liable for any failure or delay in performing its obligations under these Terms where such failure or delay results from circumstances beyond its reasonable control, including but not limited to natural disasters, war, terrorism, riots, government actions, power failures, internet or telecommunications failures, or epidemics.
20. Feedback and error reporting
If you encounter errors, have suggestions for improvement, or wish to report a concern about the platform, you may contact us at support@payleo.tz.
